In order to strengthen the management of civil unmanned aerial vehicles (hereinafter referred to as civil drones), the Civil Aviation Administration of China issued the Administrative Provisions on the Real-Name Registration of Civil Unmanned Aerial Vehicles (hereinafter referred to as the "Provisions") on May 16, requiring that from June 1, 2017, owners of civil drones must carry out real-name registration.

The Regulations apply to civilian drones with a maximum take-off weight of 250 grams or more (inclusive) within the territory of the People's Republic of China. Civil drones refer to aircraft that do not have an airborne pilot to operate, have their own flight control system, and engage in non-military, police and customs flight missions, excluding aeronautical models, unmanned freedom balloons and tethered balloons. The Provisions require that from June 1, civil drone manufacturers and civil drone owners must apply for an account on the Civil Aviation Administration of China Civil Drone Real-Name Registration System (https://uas.caac.gov.cn) (hereinafter referred to as the registration system), civil drone manufacturers fill in the information of all their products in the system, civil drone owners register their personal and owned product information in the system, and paste the registration mark given by the system on the drone.

Among them, civil unmanned manufacturers fill in the registration system the name, model, maximum take-off weight, empty aircraft weight, product type, name of the UAV purchaser and mobile phone and other information; The obvious position of the product packaging and the product manual remind the owner to register with a real name in the registration system to warn of the dangers of flying without real name registration; Self-adhesive printer paper is provided with the product for the owner to print the "drone registration mark". The owner of an individual or unit civil UAV must register his name (company name), valid ID number (organization code), mobile phone and e-mail address, product model and serial number, and purpose of use in the registration system; After completing the information filling, the system will automatically give a picture of the registration mark containing the registration number and QR code, and the owner of the civilian drone must print the picture as a self-adhesive sticker of at least 2 cm by 2 cm, and glue it to the place where the drone is not easy to damage to keep it clearly distinguishable.

The Provisions emphasize that after August 31, 2017, if a civil drone owner fails to implement real-name registration and affix the registration mark in accordance with these Administrative Provisions, its behavior will be regarded as an illegal act in violation of laws and regulations, and the use of its drone will be affected, and the regulatory authorities will impose penalties in accordance with the relevant regulations. The Provisions also require that in the event of sale, transfer, damage, scrapping, loss or theft of a civil drone, the owner of the civil drone shall promptly cancel the information of the drone through the registration system; After the ownership of a civil drone is transferred, the changed owner must register the drone information in his real name in accordance with the relevant requirements of the Provisions
